About Special Call

Special Call, LLC was founded in January 2013 by David T. Phelan with the intent of providing teaching, consulting, and litigation support in matters involving fire investigation and fire, building, mechanical, & life safety codes.  Having served for over 30 years in various public sector code enforcement positions David is recently retired and now fills both private sector and educational roles.

Through his consulting and expert work, he commonly establishes the direct relationship between the codes and negative outcome loss events. Bolstered by his 25 years of firefighting experience he has a unique understanding of how codes & regulations relate and influence fireground operations. As a result, his testimony and teaching often bridge the two elements into a cohesive understanding of what did, or did not, work at the time of the fire or loss.  

In addition to his public sector experience he has also participated in the code development process by serving on three NFPA committees. This exposure provided a front row seat to the code development process and how the ideals of safety & prevention for the public good regularly compete against other  business interests.

Since 2009 he has been teaching and lecturing on a variety of subjects relating to fire & life safety codes and post-incident investigation. Through these engagements the audience is invited into his professional experiences in the hopes that the fire service can operate more effectively and utilize to its advantage technology and regulation as a means to fireground safety.
